2021年11月22日，歐盟在其官方公報上發(fā)布法規(guī)(EU) 2021/2030，增加第76項關(guān)于N,N-二甲基甲酰胺（DMF）的限制條款。此前，歐盟委員會曾向WTO遞交了旨在修訂REACH法規(guī)附錄XVII限制物質(zhì)清單的通報，擬新增對N,N-二甲基甲酰胺（DMF）是一種有機化合物，分子式為C3H7NO，為無色透明液體,作為物質(zhì)本身或在混合物中的使用。在REACH法規(guī)中N,N-二甲基甲酰胺分類為對繁殖有毒1B，急性毒性4(吸入和皮膚途徑)和眼睛刺激物2(2)。
REACH相關(guān)規(guī)定：
1、除非制造商、進口商和下游用戶已經(jīng)將對工人暴露的衍生無影響水平 (DNEL) （吸入暴露為 6 mg/m3，皮膚暴露為 1.1 mg/kg/天）列入相關(guān)化學品安全報告和安全數(shù)據(jù)表。
2、2023 年 12 月 12 日起，該物質(zhì)本身及含有該物質(zhì)濃度≥0.3% 的物質(zhì)或混合物不得生產(chǎn)或使用。除非制造商和下游用戶采取適當?shù)娘L險管理措施，并提供適當?shù)牟僮鳁l件，以確保工人的接觸低于第1段規(guī)定的 DNEL。
3、對第 1 段和第 2 段的減損：DMF投放市場用作紡織品和紙材料的直接或轉(zhuǎn)移聚氨酯涂層工藝或聚氨酯膜的生產(chǎn)中溶劑的適用日期延長至2024年12月12日，投放市場用作合成纖維干法和濕法紡絲工藝中溶劑的適用日期延長至 2025 年 12 月 12 日。
法規(guī)要求英文
Shall not be placed on themarket as a substance on its own, as a constituent of other substances, or inmixtures in a concentration equal to or greater than 0,3 % after12 December 2023 unless manufacturers, importers and downstream users haveincluded in the relevant chemical safety reports and safety data sheets,Derived No-Effect Levels (DNELs) relating to exposure of workers of 6 mg/m3 forexposure by inhalation and 1,1 mg/kg/day for dermal exposure.
Shall not be manufactured,or used, as a substance on its own, as a constituent of other substances, or inmixtures in a concentration equal to or greater than 0,3 % after12 December 2023 unless manufacturers and downstream users take theappropriate risk management measures and provide the appropriate operationalconditions to ensure that exposure of workers is below the DNELs specified inparagraph 1.
By way of derogation fromparagraphs 1 and 2, the obligations laid down therein shall apply from12 December 2024 in relation to placing on the market for use, or use, asa solvent in direct or transfer polyurethane coating processes of textiles andpaper material or the production of polyurethane membranes, and from12 December 2025 in relation to placing on the market for use, or use, asa solvent in the dry and wet spinning processes of synthetic fibres.
